If I can legally tape a song of the radio why can't I legally download and burn a song onto a cd for my own personal use?

I remember once I called in and asked them if they could play a song and not talk over the beginning of it so I could tape it. And the guy said, 'well you know that's illegal don't you? I can't legally do that for you, but I'll try.'
But how the hell would they enforce it? Have you read the latest? The Dave Matthews new cd, is crashing pc's all over the place cuz of the DRM (the stuff that keeps you from copying it)!; 12:03 p.m.
